The responsibilities of the Ministry of Housing and Urban-Rural Development were adjusted. The responsibilities of fire control design review were transferred to the responsibilities of urban and rural planning management

Recently, the Chinese government website issued the "Notice on the Establishment of the Responsible Organization for the Adjustment of the Ministry of Housing and Urban-Rural Development of the General Office of the General Office of the CPC Central Committee", and assigned the responsibility for "construction project fire protection design review" to the housing and urban and rural construction department. At the same time, the urban and rural planning management responsibilities, scenic spots and natural heritage management responsibilities are assigned to the Ministry of Natural Resources, the National Forestry and Grassland Bureau. After the adjustment, there are 15 institutions in the Ministry of Housing and Urban-Rural Development.

The notice stated that according to the "Deepening the Party and State Institutional Reform Plan" and the first meeting of the 13th National People's Congress approved by the Third Plenary Session of the 19th CPC Central Committee, the "Organizational Reform Plan of the State Council" was reported to the Party Central Committee. With the approval of the State Council, the current notice on the responsibilities, institutions and establishment adjustment of the Ministry of Housing and Urban-Rural Development is as follows:

The responsibility for urban and rural planning management of the Ministry of Housing and Urban-Rural Development is allocated to the Ministry of Natural Resources, and the Urban and Rural Planning Department is no longer retained. The corresponding administrative reduction is 20, and the number of leadership at the departmental level is 4 (including one master planner).

The scenic spots and natural heritage management responsibilities of the Ministry of Housing and Urban-Rural Development are included in the National Forestry and Grassland Bureau, and the corresponding administrative reductions are two.

The Ministry of Public Security will guide the construction project fire protection design review responsibility to the housing and urban and rural construction department, and the relevant personnel involved in the fire brigade will be separately approved after transfer.

After the adjustment, there were 15 institutions in the Ministry of Housing and Urban-Rural Development, 399 administrative agencies, and 57 director-level leaders. The establishment, responsibilities and preparation of the affiliated institution shall be separately stipulated.

As early as May 14 this year, the General Office of the State Council officially promulgated the "Notice on the Pilot Reform of the Approval System for Engineering Construction Projects by the General Office of the State Council" (Guo Ban Fa [2018] No. 33), which will review fire protection design and civil air defense design review. The technical review is incorporated into the construction drawing design document review, and the relevant departments no longer conduct technical review. On November 8, the General Office of the State Council issued the "Notice of the General Office of the State Council on Focusing on Enterprise Concerns to Further Promote the Implementation of the Business Environment Policy", clarifying that the Ministry of Housing and Urban-Rural Development should take the lead in promoting the reform of the approval system for engineering construction projects, and the Ministry of Development and Reform Commission and the Ministry of Human Resources and Social Security. Relevant departments such as the Emergency Department and the relevant departments shall, before the end of 2018, complete the revision of the departmental regulations, normative documents and standard specifications such as the “Administrative Measures for the Examination of Construction Drawings for Construction Drawings of Municipal Buildings and Municipal Infrastructure Projects” and “Regulations on Fire Protection Supervision and Management of Construction Projects”. Streamline the cancellation of some pre-approval conditions, and promote the fire protection design review and civil air defense design review into the construction drawing joint review, and further reduce the time limit for approval of construction projects.
